CONSENSUS: approve "top level flow" diagram changes

CONSENSUS: approve "device" diagram as is

CONSENSUS: if Syntax Document is not divided into sub-documents by March 31, revert to alternative:
    a) Anyone may edit a clause in a copy of the current Syntax Document word file
    b) Record which clauses are under revision and by whom (see "Communications spread sheet")
    c) Ernie merges revised clauses into the official document once they meet guidelines and consensus
NOTE: **** if we proceed with subdividing the Syntax Document, we need to start with the new current Syntax Document word file ****

ACTION ITEMS:
    a) Add "fix cropped diagrams" to "Issues List"
    b) Add "top level flow" diagram to official Syntax Document (inserted in clause "28. Flow Conceptual Model")
    b) Add "device" diagram to official Syntax Document (inserted in clause "18. Device")
