Ric raised an objection to the semantic differences between tracking and non-tracking expressions, quoted and unquoted expressions respectively, and function "eval".

CONSENSUS: keep tracking and non-tracking expressions but Scott and Ric want to explore ramifications:
    - Scott: keep tracking and non-tracking expressions but explore potential syntax changes
    - Ric: support tracking expressions only, do not support function "eval"
    - Both: assess the amount of work involved in locating and changing document examples and explanatory text.
