EJW maintains an official version containing committee approved text. - Syntax document will explicitly state: there's no semantic difference between single-quoted and unquoted expressions. - Reaffirmed function eval's utility as a user's only way to force evaluation of an expression. - Operator = associates an expression with a variable name. That expression shall be evaluated either under user control (via function eval) or under system control when a literal value is required. Semantics are the same regardless of context, e.g., initialization or assignment, whether RHS is a single-quoted or unquoted expression. - The syntax document will explicitly state that STIL.4 specifies no implicit initialization behavior for the STIL.0 Meas field. The Meas field can only be set via operator =. SEE NOTE 1. - Consistent with STIL.4 variable semantics, a user may associate either a literal value or an expression with a STIL.0 Meas field using operator =. NOTE 1: EJW pro vote is tentative because this is counter to the STIL.4 PAR maintainability mandate, instead favoring existing software not based on STIL.4. It is unnecessarily complex and requires user vigilance due to artificially introduced inter-test dependency, neither of which would be present were the Meas field in line with STIL.4 variable initialization, i.e., on START by default.
