    Ric: provide a rationale for splitting into Basic/Extended

    Jim: rewrite classifying Table 1 as Basic and Table 2 as Mixed and add a
    column to Table 2 classifying each keyword.

  CONSENSUS: remove lines 1558 - 1566 (special mention of global keywords is
  unnecessary).

  CONSENSUS: remove lines 1595 - 1604 yellow section (STIL.0 is clear enough to
  deduce empty signal group syntax and STIL.4 has an example of an empty signal
  group definition on line 2172).

  ACTION ITEMS:
