Answer:
This refers to TortoiseSVN (the client running on a user's local machine).
This TortoiseSVN client version is (relatively) independent of the actual SVN server that manages the repository.
Any recent version of TortoiseSVN will work.
For instance, Jim is using 1.8.5.25225; the most recent version is 1.9.0.26652.
