Is it decided to exlude Kaucher/modal intervals?
Have there been some arguments? It seems I have
missed them.

The correspondence with Nate Hayes has quite a bit about this. Writing as a Tech Ed I get the
impression that the consensus is
"This standard should not concern itself with standardising Kaucher/modal intervals, but should aim, as
far as possible, to make them easy to implement 'on top of' the standard."

It is true we hope for the Kaucher (modal) intervals to be included in the standard. But if there is not enough consensus, then it is also true what John says about compatibility that would be our second-best hope.
