The expersts struggle, in order to be able to come to a understanding of which of the necessary compromises is the one that, as you write,
- is relatively easy to explain - is mostly straightforward to implement, with a few features that require thought and care. - does not violate the Principle of Least Astonishment for practicing scientists and engineers, although some features may require learning. The final standard will be far easier to understand than the discussion leading to it. Arnold Neumaier
