resend [IEEE P1788] A second required: Motion P1788/M0002.01_ProcessStructure

Actually, the attachment was fine, but there was a blank line among the
SMTP Mime headers (between Subject: and Content-type:).  I was curious
about that, because it tripped up my mail reader, and I had to delete
the blank line and rescan.
