small correction to the Vienna Proposal



Another needed fix is the formula for MidRad conversion:

Since it is likely that the Vienna Proposal will be formally proposed
as a base for further motions by a motion at some point, we should
try to fix such glitches now, using our informal procedures, so they
won't require separate motions later.

I have another informal proposal on this subject:  let us try to identify
possible sticky points *before* we start the process of formal motions.
We have isolated several already, and should try to put them into a list
of references to past posts so we can easily find them.

What I fear is that many of these points interact in critical ways, and
in the heat of discussing and voting on them in isolation one may often
overlook unintended consequences due to such interactions.
