I vote NO.
Although I strongly support the use of the same terminology,
bit-patterns, etc, as IEEE 754-2008, I don't see the need to limit our
scope to systems that conform to it. Interval arithmetic most probably
requires only a subset of the floating-point standard.
A motion like "We will use as many features of IEEE 754-2008 as
possible, as long as they are relevant to an interval arithmetic built
on a floating-point system." (but better worded) would have been fine to
me.
