A bit of additional rationale:
I've been following the arguments about NaI, and the usefulness
of multiple NaI is unclear to me. In the presence of such
uncertainty, IMO simplicity in what we standardize is best.
The motion is simple, with an NaI occurring in a very limited
context. Furthermore, the
motion spells out very clearly precisely what an NaI is, as well as
the results of operations involving an NaI. Such clarity is
important in a standard to be used in mathematically rigorous
computations.
