P1788: Changes to Intel/AMD ISA for exact dot-product?

After the voting on Motion 9 Exact dot product finished, I received the
following thought from someone who wishes not to be identified:

Yes, I know (and so does this person) that Professor Kulisch has explained
several ways an exact dot product might be done in hardware. The question
posed is, if we want to provide an exact dot product in software, are there
(hopefully small) additions to Intel/AMD ISA (Instruction Set Architecture)
that can help.
