Evidently, the "actual second," forwarded as an attachment,
was somehow stripped from the email. (I suspect the
P-1788 list server did this.) I append the actual second,
which I included by displaying the SMTP source, copying,
pasting, and deleting a few lines in the header.
Everyone: Try to post official votes and seconds directly
to the list, unless you tell me, with explicit
instructions, that you do not want it public.
