I feel uncomfortable with motion 13 on comparison because
For all the concepts already introduced, a level 1 definition is first given followed by a level 2 and lower level. 
In contrast for comparisons we start at level 2 .
IMHO this should at least be clearly stated in the motion and a convincing justification should be provided in te rationales
