At the time you cast it, you were correct.  However, there may be additional votes before the deadline, or some of the "No" voters may withdraw.

The point is that in order that you have the opportunity to cast a deciding vote, I must notify you and give you a chance after the regular voting is over, much as the Chair in a face-to-face meeting casts a tie-breaking vote after regular voting is over.  As Chair, you should not need to try to guess whether you need to vote.
