It is mandatory for the basic operations, but AFAIK not for the
recommended operations (Section 9). They are important too.

The question is: do you want to make the standard more complex by
making the behavior different on the basic operations and the other
ones for a feature that may not be really useful on intervals?

BTW, will the x86 processors have this feature in the next few years?
