Yes, that does seem to be an interesting phenomenon, which we probably have
not only witnessed in P-1788, but also in deliberations concerning
the U.S. national budget. My impression is that P-1788 is weighted
more heavily towards academic interests, whereas the profit motive
(or perhaps the socialist alternative thought mode) counterbalances
things a little more in some standardization committees.
In any case, if we are aware of the phenomenon, we might be able to
focus better on the common goal of producing a common standard everyone
recognizes, make appropriate concessions, and succeed.
Actually, my perception is that our polarization is not that extreme at
present.
