P1788: Pruning the roster of Voting Members

As P1788 Voting Tabulator, I have moved 14 people from Voting Member to a status of Non-Voting Member of the P1788 Working Group. This is consistent with our Policies and Procedures, and it effectively reduces the number of votes required for a quorum. Those moved to Non-Voting Member status can easily restore themselves to Voting Member status, so no one is disenfranchised.
We now have 57 Voting Members, so 29 votes are required for a quorum, although that number may change as Voting Members join or are re-instated.
Our Policies and Procedures specify
"8.2 Working group membership status
"Voting membership shall be granted automatically to those participants on the official
roster provided they fulfill the requirements of clauses 4 and 5. The official roster
consists of those who have officially registered with the “Working Group for Interval
Arithmetic” through the IEEE “MyProject” web interface.
"Each member is expected to remain informed of working group business, either through
attending meetings or through electronic means, and to participate in votes . The
Secretary (or Vote Tabulator, as appropriate) records who votes. Those who fail to vote
on two consecutive issues will be dropped from the roster. These persons can have their
voting privileges reinstated by again officially placing themselves on the roster."
Why are we doing this? The Policies and Procedures specify that a quorum for position papers (what we are adopting now) shall be a majority of Voting Members. On several recent motions, we have had only a couple votes to spare. By moving all who have not voted on the last two consecutive motions, we obey our Policies and Procedures, and we reduce the number of votes required for a quorum, WITHOUT barring anyone from voting if they wish to do so.
