John, P-1788, First of all, thank you, John and Christian, for your extensive and continuing work. I have attached a PDF with my copy of our final P&P (Policies and Procedures) approved by the IEEE. The relevant sections are 10.2, 10.6, 11.1, and 10.4. My interpretation is that this is for "changes." That is, your interpretation is the same as mine: Things can be changed back with another 2/3 vote. Thus, things can be changed, then changed back, etc., ad infinitum until our term has run out and there is no standard. This is partially avoided by the 2/3 majority rule and also by people submitting (and committing to) changes that would cause them to approve the document (or portion thereof). It can be further avoided by each of us coming to the conclusion that it is more important to have the standing document ratified as a standard than have our own preferences appear in the standard exactly as we want them. Regarding your inquiry about further amendments, I view that as a fully legitimate reason for making changes to text that has already been approved. (Such changes would be technical changes representing progress towards the end, rather than vacillation or obstruction.) Best regards, Baker P.S.
