Motion P1788/M0030.02:Level_1_constructors -- Shortened discussion period begins

P-1788,

Since Michel (and also Dan Zuras) have seconded
this motion, the shortened discussion period begins.
Discussion will end after Tuesday, March 6, at
which time voting will begin.  (The rules are
those for position papers.)
