Your motion appears to be one of clarification,
rather than additional requirement or restriction.
Formally, we shouldn't change the text of a motion while
it is under vote.  However, Motion 33 is just a
position paper, not actual standards wording.
Our technical editor (John)
can take your suggestion into account when he composes the
actual standards wording, and we can discuss and vote
on it then.  (Alternatively, you can submit it as
a separate motion, although that probably is not
necessary.)

         states otherwise.
