In the IEEE standards terminology "shall" indicates necessary requirements. Implementations MUST implement any "shall" requirements in order to claim compliance to the standard. However, for IEEE "should" is only a recommendation. An implementation that does NOT implement a "should" clause of the standard can still claim compliance if it fulfills all the "shall"s.
