Motion P1788/M0037.01: YES

I vote YES for Motion 37, revised mid() and rad() definitions.

Even without the friendly amendment I suggested earlier, I think
it would be understood that implementations where ties-to-even
is not defined could still be in compliance, albeit vacuously.

My suggestion would make a difference however in the case of
COBOL with a DFP-based format, should anbody feel the need for
a COBOL interval library.  Anybody?
