Some clarification Re: FW: Consent agenda

That looks like a good idea, at least in principle. In any case, we are hoping
to treat larger sections of the actual text as a single block, under the assumption the
ideas underlying it have already been decided through previously adopted positions.
This is necessary to meet the deadline. However,
our actual text needs a discussion period, so typos and unclear wording can be corrected
through friendly amendments. Otherwise, what part of our working group's business
is routine?
Some other thoughts:
If I recall correctly, from my reading of IEEE rules for working groups
(as opposed, maybe, to the sponsor ballot, which our document must
pass after we deliver it to the Microprocessor Standardization Committee), is
"Robert's Rules should be followed as necessary,"
rather than
"Robert's Rules have to be followed."
On the other hand, IEEE has its own explicit rules, which we are
following. Also, if in doubt, we follow Robert's Rules.
In any case, we definitely don't want to waste time on procedure
if it isn't necessary.
