P1788 Clauses 1 and 2

I attach draft text of clauses 1 and 2 of the standard. §§1.1 to 1.7 are unchanged (except a typo or two corrected) from the text approved by Motion 39. However as promised, a new §1.8 "Language considerations" is added, mainly authored by Nick Maclaren.

Clause 2 has been somewhat revised from previous drafts, with the help mainly of Vincent Lefevre and Nick Maclaren.

I submit a motion that Clause 2 be approved as standard text. 

As for §1.8, I suggest it be put through the "fast track", otherwise "consensus agenda", proposed recently by Vladik Kreinovich. If I understand right, that means that if no one objects within a time set by the chair, it is accepted without a formal vote.

Baker and Nathalie, please give your decision.

Other points: I am very close to circulating a description of the decoration system of the set-based flavor (Chapter 2).
