Motions M0040 and M0041

I vote YES on Motions 40 and 41.

Note that 2.5 talks about "IEEE 754 model of global flags". There are no
such things in IEEE 754. In fact, Section 9.1 about exceptions and flags
explicitly tells that the user should not expect the status flags to be
global (unless specified by the programming language, or required by the
user, assuming the language allows it).
