During the past several days, I've found it's been down and
up. I just tried it, and it is up again.

P.S. IEEE was hard-hit by Hurricane Sandy, although I don't
know if the present problems are related to that. I
do know that much of Louisiana's communication infrastructure
was in New Orleans and destroyed by Hurricane Katrina.
Data and cell phone ("mobile" phone) operations suffered
for a year (being rerouted onto overloaded trunks); however,
after that, it was much more robust and better.
