I don't see an obvious definition in my dictionary. It is rather
a synonymous of "position". From the definition of ulp, it looks
like the ulp is a function of m, not the string representing it.
I always thought the "P" in "ULP" stood for "Place." Although I do not
have a recording to verify this, I think I've always heard "units in the
last place" rather than "units in the last position" in speech.
Of course, we the phrase "digits of precision" is also used. In any
case, I view this
particular aspect of Motion 46 to be relatively minor. Hopefully we
can nail down the other issues well.

Oh dear, this octal convention is C? I thought it was some
outlandish language hardly anyone had heard of.
I wish the support for octal literals were removed from C (or
changed to 0o, as they can still look nice for chmod()), like
what has been done with trigraphs.
