[P-1788]: Technical editor for the "basic" tier of the standard accepts duties



P-1788:

I am pleased to announce thatProf. Nedialko (Ned) Nedialkov has accepted
our requestto serve as technical editorto oversee the production of
 a "basic" tier of the P-1788 standard.
The intent is to produce  a separate, short and easily readable document
containing only those aspects of the full P-1788 specification  deemed
crucial to implementors of interval arithmetic software.  Here is
John Pryce's (our overall technical editor's) rationale for a "basic"
tier of the standard (from his email of July 11, 2013 at 08:21GMT):

For the standard as a whole, I think we need to define a subset
forming a "basic standard".
- According to the OASIS document on conformance this is a
  respectable thing to do.
- From the viewpoint of specifying this subset precisely it
  can be done within Christian's Conformance Clause.
- However from the viewpoint of readability there needs to
  be a reduced standard document that explains the basic
  standard, and only that.

Thank you, Ned.

Ned will collaborate with thetechnical editors  John Pryce (lead) and
Christian Keil (crafting the conformance section of our document)
to make sure the specifications in the basic tierare  exactly as in
the main tier of our document.
Inote that, subsequent to our invitation to Ned, Juergen Wolff von Gudenberg (also
a P-1788 officer serving as our webmaster and de  facto secretary) has expressed
an interest in crafting a basic version of the document.  His inputand
contributions are welcome as he collaborates withNed, John, and Christian.
Others are also welcome in this endeavor.
