Motion 45: YES

I vote YES on motion 45 DotProduct.

I have mixed feelings about the last sentences though. I feel that any 
implementation recommendation should be part of an appendix rather than 
part of the standard. The standard should be more explicit, e.g. "up to 
2^40 terms with correct rounding". But this nitpick does not warrant me 
voting against.
