The rules in our PAR state that each such explanation will be considered
as a motion to amend.

I have consulted the eight people with objections to Motion 45,
and they have had no objections to the following wording of
the amendment:

Amendment to adopted motion 45, "CA and the EDP are required."

(That is, the word "recommended" be changed to "required")

This amendment would be voted according to the rules for standard
text motions, since it would amend a standard text motion.  The
outcome of that vote will provide a final resolution of the issue.
(That is, we will not amend an amendment.)

If there are no objections, the discussion period for this amendment
will be one week.  Since 8 people proposed the same amendment, this
amendment is considered to already be seconded, and the discussion
period begins immediately.
