When it is being used! One of the issues is that CPUs tend to be
designed to cover a large general range of applications, and devoting
a few thousand bits to rarely-used registers and control logic may be
considered an unwise investment.
This suggests that the resources needed for Complete Arithmetic should
be designed in a manner that allows them to be used effectively for more
general things, such as a larger physical register file, exploitation of
Simultaneous MultiThreading, SIMD arithmetic etc.
