I personally agree this is an important initiative that should go
forward with our support. However, as acting chair, I am not
sure your use of the term "PAR" ("Project Authorization Request")
is consistent with my understanding of its meaning within IEEE.
I think what you mean is a concise description of the
scope and reasons for doing the work, including impact and benefit,
that P-1788 can endorse with a resolution or "vote of confidence."
In contrast, within IEEE, a PAR is used to start an entirely new
project. There are strict rules and procedures for submitting a PAR,
approval includes votes at several levels, and the project is then given
a number (such as "1788"), and a term for completion (normally,
4 years, with a possible extension). If a project's scope
changes, a PAR can be amended, with a similar procedure
to that for initially approving a PAR.
I agree with the procedures within P-1788 I have conjectured you
to mean when you say "PAR", but I don't think officially submitting
a PAR to IEEE for a basic standard is a good idea. One thing
we can do is study what Ned produces and reconcile any differences
(e.g. by modifying the full standard, or by convincing Ned
to modify his) so Ned's basic version is a consistent subset
of the full standard. (We can do this, of course, if Ned
supplies the basic version in time, but there is not much
time.)
