As an interested watcher of 1788 exchanges, I think someone should mention that along with the 754 Std came a series of papers that talked about implementation of 754 - I'm thinking of Jerome Coonen's papers on the same, and some later PhD theses.
 
Having such papers would surely speed the development of Std compliant software libraries, and maybe clarify the spec. And I think an executable spec would be a wonderful way of illustrating one correct interpretation of the Std. Didn't Knuth do the same with his MIX implementations of algorithms.

Good suggestion.  Sounds like a path to several papers likely to be well cited.  And you'd have a pretty good idea who several of the referees might be.
