On sponsor ballot procedures

Changing the document during the ballot phase is necessary
under certain circumstances.

The main task of our working group at present is to finish
a document the sponsor (MSC) can certify as "stable" (meaning
not subject to big changes).  The less changes and controversy
we leave in the document, the more likely the sponsor ballot
will succeed before the term ends. The ballot process is
similar to our working group process, but it more formal
and cumbersome than the working group process, and subject
to more IEEE scrutiny.

Actually, I think the processes within our working group are
excellent "training" for the ballot process.

Basically:
   1. a 30 to 60 day ballot is conducted.

   2. comments are collected, and each negative one must be successfully
      resolved.

   2. If a 75% approval with a 75% return is not achieved, then
      one or more of the following happens:
       (a) the working group chair or proxy prods ballot
           group members to submit their vote.
       (b) the ballot group is reconstituted (with different
           members)
       (c) changes are made to the document.

   3.  The ballot group must return to Step 1 if:
       (a) comments haven't been adequately resolved, or
       (b) technical (as opposed to minor editorial) changes
           have been made to the document, or negative comments
           haven't been adequately resolved.

I strongly recommend people read the IEEE page on the
balloting process, and consider becoming a member of the
balloting group.  (However, IEEE membership or a fee
is required for participation.)  People can nominate themselves
for the ballot group, and they can be sent invitations to
be on the ballot group.

I CAN BEGIN THE BALLOT PROCESS WITH "MANDATORY EDITORIAL COORDINATION"
ONCE WE DO NOT FORESEE CHANGES IN THE DOCUMENT.  In
mandatory editorial coordination, the chair (or proxy) uploads
the document as the official document to be balloted.

In the mean time, I view our procedures as fine, and I wouldn't
worry too much about minor editorial corrections we may
accidentally miss;  let's  resolve any major technical issues,
and do minor editorial corrections we are sure involve no
controversy.
