I vote YES on Motion 53 (Clause 9).
But IMHO, roundTiesToEven and roundTiesToAway should be renamed to
roundToIntegralTiesToEven and roundToIntegralTiesToAway (names from
IEEE 754-2008) to avoid confusion with the rounding attributes (where
rounding is not to an integer). This change wouldn't concern §9 only,
of course.
About note (j), the latter is defined in the C standard (this is the
"round" function), but not really the former (i.e. except via "rint"
in the roundTiesToEven rounding mode, when available).
