Yes, decorations appeared here, and, to my knowledge,
have not appeared in detail in a scholarly publication.
However, they have been extensively vetted, modified, and
vetted within the working group, and members of the
working group would be the primary people refereeing
a scholarly paper on the subject.  Whereas a scholarly
paper would have two or three referees, there have been
50 or more eyes in the working group on decorations.
Juergen has a student working on a complete implementation;
hopefully, that will come out soon.

The main difference is that the refereeing process for scholarly
papers in mathematics is semi-blind.  However, I've found
people in the working group have not been hesitant to
voice their opinions on proposals.

IMHO, the main difficulties are about decorations. Isn't this a new
notion? They appeared here in P1788 after a discussion between me
and you (and a bit with Nate Hayes), in 2009.
