Whether it is recommended or not is one thing. But if we are recommending
it, I wouldn't change the formulation. The standard usage of the ISO
keyword SHOULD is "to indicate that among several possibilities one is
recommended as particularly suitable, without mentioning or excluding
others." (quoting from
https://www.oasis-open.org/policies-guidelines/keyword-guidelines#appendix-b-iso-iec-keywords).

Therefore switching to "It is recommended ..." doesn't change the meaning,
but waters down the clarity of the vocabulary IMHO.
