[P1788]: Discussion period on ENTIRE STANDARD TEXT begins

The entire text has been moved (privately, to me) by John Pryce
and seconded by George Corliss.  The three week discussion period
herewith begins, and will continue until after Monday, May 26, 2014.

Please note that now IS the time to pay attention to clarity and
wording, since, once we approve it, we will send it for the
final Sponsor Ballot approval.

For your convenience, I have attached a copy of the entire text.

Juergen:  Please post this current version on the web page.
          I believe this is also Motion 62.
