Exact dot product and the P 1788 standard

Dear members of IEEE P1788,

IFIP WG 2.5 composed at its meeting in Vienna July 2014 a letter to 
P1788 concerning
the exact dot product. It was agreed that it should not only be sent to 
R. Baker
Kearfott, the acting chair of P1788, but also to the entire committee. 
An electronic
version is therefore enclosed.
