Is anyone else missing the recirculation notice?

Vladik et al,

It is a "recirculation" necessitated by changes to the substance
(as opposed to minor editorial changes)  of the document
in response to Sponsor Ballot comments.  It gives you
a chance to change your vote in response to the changes.
My understanding is that your previous vote stands if you do not
respond.  I don't know why you didn't receive the notice.

I have attached the copy of the notice that was sent (automatically) to
me as a member of the ballot group.  I suggest everyone read it, since
it gives rules for a recirculation.  In particular,
our standard has already achieved (over)
75% approval, so rules pertaining to that apply.

Access my cover letter, the new standard version, and other documents
mentioned in my cover letter, through MyProject as described in the
attached notification (or your copy of it, if you achieved it).
In particular, my cover letter, containing general information
written by the IEEE to which I have added specifics pertaining to us,
explains succinctly the purpose and scope of the recirculation.

On Line 5, the name of the acting chair appears as R. Baker Kearfott but on line 14 (list of all people) it appears as Ralph Kearfott. As far as I understood from discussions on the list, he prefers the former. Please check with him.

Also for my own name, I prefer to include my middle initials and make it "Hossam A. H. Fahmy"

This e-mail is to advise you of the opening of IEEE Standards Sponsor New Ballot Recirculation - 1 for:
Title: Standard for Interval Arithmetic
Scope: This standard specifies basic interval arithmetic (IA) operations selecting and following one of the commonly used mathematical interval models. This standard supports the IEEE-754/2008 floating point types of practical use in interval computations. Exception conditions will be defined and standard handling of these conditions will be specified. Consistency with the model is tempered with practical considerations based on input from representatives of vendors and owners of existing systems. The standard provides a layer between the hardware and the programming language levels. It does not mandate that any operations be implemented in hardware. It does not define any realization of the basic operations as functions in a programming language.

Purpose: The standard will improve the availability of reliable computing in
modern hardware and software environments by defining the basic building
blocks needed for performing interval arithmetic. There are presently
many systems for interval arithmetic in use, and lack of a standard
inhibits development, portability, and ability to verify correctness of codes.

***** IMPORTANT *****
Since this is a recirculation ballot, you need only respond if you wish to change your initial vote. If you do not respond to this recirculation ballot, your last vote will be carried forward.  Also, as this is a recirculation ballot, please note the following:

As per the IEEE-SA Standards Board Operations Manual, 5.4.3.3:  "Until the proposed standard has achieved 75% approval, comments can be based on any portion of the proposed standard. Comments not based on the proposed standard may be deemed out-of-scope of the standards balloting process by the Sponsor.

Once the proposed standard has achieved 75% approval, comments in subsequent ballots shall be based only on the changed portions of the balloted proposed standard, portions of the balloted proposed standard affected by the changes, or portions of the balloted proposed standard that are the subject of unresolved comments associated with Do Not Approve votes. If comments are not based on the above criteria, the comments may be deemed out-of-scope of the recirculation. Such comments need not be addressed in the current standards balloting process and may be considered for a future revision of the standard."

Balloters have many important responsibilities, but we would like to draw your attention to two of these responsibilities:

One of the responsibilities as a balloter is to ensure that the scope of the draft (including the scope statement in the draft, if any) is within the scope of the work authorized by the PAR. An affirmative vote indicates your agreement that the scope of the draft does not exceed the work authorized by the PAR.

(Note: It is acceptable for the scope of the draft to be less than the scope of the work authorized by the PAR.)

Another important responsibility is the obligation to comply with the IEEE-SA Patent Policy [http://standards.ieee.org/about/sasb/patcom/materials.html]. This is pertinent to informing the IEEE (or causing the IEEE to be informed) of the identity of the holders of any potential Essential Patent Claims that may be relevant to this draft. This does not apply if the patent claim is already the subject of an Accepted Letter of Assurance [http://standards.ieee.org/about/sasb/patcom/patents.html] that applies to the draft under consideration.

IMPORTANT
For sponsor ballots of amendments and corrigenda, please contact your staff liaison if there is a need for the base standard or any approved amendments or corrigenda. Five business days are required to fulfill your request, so requests should be made as early in the ballot process as possible.
