I would like to add my personal rationale:

The operations in question are rarely needed in everyday use. They are
not as easy to implement and understand as other operations.

Also I think that adding these operations will make the gap between
P1788.1 and IEEE Std 1788-2015 very small, which in turn

 1. weakens the standard (it could be misunderstood as a specification
of the full standard for a particular data type) and

 2. complicates the simplified version.

P1788.1 should not become a flavor of the full standard. This would
spoil the idea of having a simplified version.

The lesson learned from IEEE 754 is that you can't expect the full
standard be implemented everywhere. So let's make it easy to at least
implement a simplified standard everywhere.
