Clause title:Definitions for the IEEE8021-FQTSS-MIB module
Rationale for revision
The IEEE8021FqtssTxSelectionAlgorithmIDValue textual convention needs
to be updated to include the ETS code point (see table 8-5).
Proposed text
Include an enumerated value for this, and change the "reserved"
values, as shown:

    2: Enhanced Transmission Selection algorithm

    3-255: Reserved for future standardization.
Impact on existing networks
Minor - the use of the right value will have the desired effect even without changing the definition of the TC. The main impact is on display.
