[STDS-802-11-TGBN] 11bn comment assignment and assignee transfer

Hi Alfred and Ross,

There has been some confusion regarding the 11bn comment assignment and assignee transfer procedure. It was not discussed sufficiently, neither was documented clearly.
I heard many transfer requests had been ignored, without any responses.
May I request discussion and clarification on this matter over email or in next meeting?
