Hi Yongsen,

I also plan to address high level text for when NPCA is supported with the DBE BW when resolving CID 12493. So, I prefer to address this as part of resolving CIDs related to supporting NPCA over DBE BW. 
GIven that this is related to DBE, I think as DBE PoC this should get assigned to me, since that is the procedure we are following in TGbn for other CIDs. 

@matthew.fischer@xxxxxxxxxxxx@Yujian (Ross Yu)  - hence could you please assign this to me since this is DBE related. Thanks!

It is a high level comment. The details can be addressed by your CID/CR documents. I think we agree with the overall direction, so the high level concept and next step details can be addressed separately, just as Matt mentioned. Actually, if you are working together, it does not really matter which has the assignment, so long as one of you has the CID and since Yongsen took it first, I'd say just keep it there.

However, if you end up disagreeing with each other on the resolution, then I would still say do not change the assignment, and just note that whenever anyone presents a proposed resolution for this CID, it must be paired with the alternative resolution so that the group can choose between them.

The description does not specify whether it is allowed to enable NPCA if the BSS BW is less than 80 MHz and the DBE BW is larger than 80 MHz

Add descriptions to allow/disallow NPCA operation when DBE is supported/enabled, e.g., for BSS BW less than 80 MHz and the DBE BW larger than 80 MHz. And if DBE+NPCA is allowed, define rules/procedures for the NPCA opeartions/parameters outside of the BSS BW and within the DBE BW and the enablement/disablement/update procedure for the AP and non-AP STAs.
