I'm part of the team that will be helping test this at the upcoming IETF meeting. A reason to set the local bit is so we can treat these MAC addresses differently from "persistent" MAC addresses in the DHCP server--giving out shorter leases for MACs with the local bit set. Otherwise, we're likely to run out of IPv4 address pool space.

I think this will be an operational issue for the large scale deployment of this technology, so I encourage you to rethink the usefulness of setting the local bit. I think we can afford that one bit.
