stds-802-mobility: Proposed 802.20 Operating Rules Uploaded

As promised at the Fort Lauderdale meeting, I have posted the proposed "802.20 Operating Rules" on the 802.20 website. In the process I have created a new section on the Documents web-page for "Working Group Permanent Documents". This section will contain documentation that is long-lasting and would be difficult to find if kept on a chronological basis. As of now it contains the proposed "802.20 Operating Rules", the "PAR" and the "Five Criteria".  The Working Group orientation presentation will be added to this section next week.
