Dave to answer you question. To be used in non ubiquitous MBWA networks (hybrids) and for matching the best service to the data rates required to maximize capacity.
 
I would expect that for the foreseeable future we will have to live with networks that are a hodge podge of architectures, circuit switched networks, 2G, 3G, 1xeV-DV, packet with IPv4 and IPv6, maybe even 802.11 or perhaps even a 4G, not to mention perhaps PANs.  I would not expect to see everyone tear out what they have now and replace it with a single solution. That means that hybrid networks are the norm and will remain the norm. With that we need hand off. 802.20 should start considering the type of handoff and to what technology handoff will be required.
 
The result is a network that looks like that picture from the ITU-R that was used as part of the PAR discussion. a network with many air interfaces attached.

What could be the purpose ?  MBWA is just that - truly broadband, not 3G at all.......
