stds-802-mobility: Disclosure of affiliation request



Dear 802.20 Members

A request was made by Mark Klerer of Flarion on June 23 to the chair of 802 to require that participants in the forthcoming 802.20 election declare their "affiliation" per the "ANSI Essential Requirements: Due process requirements for American National Standards".
"Affiliation" refers to the entity that the consensus body member represents (which may or may not be that person's employer).  If the consensus body member is serving in an individual capacity, then the name of the individual, that person's employer, sponsor and interest category shall be made available.

The rationale that Mark has given for his request is as follows:
"Requiring every participant to disclose his or her affiliation prior to voting is an essential step towards ensuring that the standards development process remains open, fair, and free of bias. Disclosure of affiliation of all participants assists the executive committee and standards development organization in reviewing ballot results, detecting irregularities, and in ensuring that the standard setting process proceeds in an unbiased manner as required by ANSI and IEEE rules and by U.S. law. It should be noted that my request for disclosure is by no means extraordinary. The policies and procedures of 802.11 already require identification of affiliation; and in 802.17, individuals are routinely asked to identify their affiliation."
 
It has been decided that this request was proper and properly made. Therefore, the members of 802.20 who wish to participate in the election of officers shall declare their affiliation both during introductions and as part of their provided information in the attendance register.

We will be prepared to give a brief tutorial on the meaning of "affiliation" during the opening meeting.
