stds-802-mobility: Establishing a Schedule for 802.20



I am sending this email to emphasize the importance of having our WG adopt a schedule for the development of the 802.20 standard.  I brought this subject up at our interim meeting in Vancouver and proposed a schedule, requesting those that disagreed with the dates to suggest modifications.  Only one person suggested modifying the schedule, delaying the dates by two months.  No one seconded that requested change.  Still, 15 people voted against the schedule.  I was concerned that some of the discussion against the schedule seemed to imply that we should not be setting a schedule at all.  I hope this was a mistaken impression on my part.  It is vital that we adopt a schedule for our standards development and track our progress against that adopted schedule. 

 

The 802 Chair, Paul Nikolich, maintains a master schedule of all 802 projects, which he updates each plenary session based on the inputs from each working group chair.  It is my experience that the Working Group gets directly involved with the adoption of its schedule.  I believe that it should be one of the important objectives of our March meeting that such a schedule is adopted.

 

To assist in the process of establishing an 802.20 schedule I will be requesting that we approve the following motion at our March opening plenary session:

 

Moved:  That 802.20 will adopt a project schedule for development of the standard per our approved PAR.

 

I also propose that our March agenda include time for discussion of the schedule, and for the adoption of such a schedule.  Others may want to propose alternative schedules.  I invite those that disagree with my proposed schedule to offer constructive counter proposals with the dates and checkpoints that you believe are the ones that we should adopt.  Ideally, the counter proposals should be posted to our reflector so that we do not need to wait for our plenary meeting to start the discussion.

 

For your convenience, here is a copy of the schedule I proposed in Vancouver:

 

  • Finalize Requirements Document March 2004
    • Call For Proposals Issued following March meeting (Proposals to be submitted in May and July)
  • Cutoff for new proposals July 2004
  • First round evaluation and simulation of proposals through September 2004 interim meeting
  • Second round evaluation Sept - Nov 2004
  • Choose proposals to be incorporated November 2004
  • 1st draft out for 30 day comment January 31, 2005 (assumes January 10 - 14 interim meeting with two weeks to prepare the draft).
My email to the 802.20 reflector earlier today added some additional detail to the front end of this schedule proposed in Vancouver.  I will be happy to work with any other participants in our WG that are interested in developing a schedule for 802.20.
